Create a Matrix effect with Css and Html

I got inspiration from movie Matrix   and i was thinking .. how can we do this for web pages?.

Do not  be confused i am talking about the Matrix design. Really i liked that and implemented that in a web page. The first option i thought was marquee. We can set marquee direction from up to down.



There are some marquees with different speeds(delays). Although i have used php rand function to get different speeds.
